किसानों के लिए बजट पूरी तरह से निराशाजनक – त्रिपाठी

रायपुर 01 फरवरी।अखिल भारतीय किसान महासंघ(आईफा) के राष्ट्रीय संयोजक डा.राजाराम त्रिपाठी ने किसानों के लिए बजट को पूरी तरह से निराशाजनक करार देते हुए कहा कि उनकी आय दोगुना करने के लिए नही बल्कि उनके ऋण को और बढ़ाने का इसमें प्रावधान किया गया है।

श्री त्रिपाठी ने आज यहां जारी बयान में बजट पर प्रतिक्रिया व्यक्त करते हुए कहा कि किसानों के लिए 16.5 लाख कृषि ऋण को प्रावधान किया गया है, जबकि उनकी आय को दोगुना करने का कोई प्रावधान नही है। कृषि में जरूरी ढांचागत पूंजी निवेश के लिए बजट में राशि आवंटन के बजाय, भविष्य में इसके लिए एक फंड स्थापित कर डेढ़ लाख करोड़ रुपयों जुटाने का आश्वासन दिया गया है।

उन्होने कहा कि खेती के लिए सकल बजट आवंटन में लगभग सात प्रतिशत की कमी की गई है वहीं किसान सम्मान निधि के लिए प्रावधानित राशि में भी लगभग 13 प्रतिशत की कटौती की गई है। “न्यूनतम समर्थन मूल्य” में पहले की भांति डेढ़ गुना बढ़ोतरी करने की बात फिर दोहराई गई हैं, किंतु बेहद जरूरी स्वामीनाथन कमेटी की तर्कसंगत अनुशंसा”सीटू प्लस” फार्मूले की आधार पर कृषि लागत गणना करने की बात अभी भी नहीं की गई।

श्री त्रिपाठी ने कहा कि लगातार कृषि आदान खाद बीज दवाई तथा विशेषकर डीजल के दामों में भारी बढ़ोतरी से कृषि में प्रति एकड़ लागत 25 प्रतिशत तक बढ़ गई है जिससे खेती भारी घाटे का सौदा बनते जा रहा है। किसान को इस घाटे से उबारने के लिए इस बजट में कोई ठोस रणनीति दिखाई नहीं देती।जैविक खेती के लिए इस बजट में उचित बजट आवंटन की उम्मीद थी पर उस पर भी कुछ नहीं हुआ। जैविक बजट के नाम पर इस साल भी देश के किसान “जीरो बजट” का झुनझुना ही हाथ आया है।
