बिहार: कोरोना काल में ग्रामीण लोगों के आर्थिक हालात हो गई थी बदतर, लोगों ने खाने के लिए अपनी जमा पूंजी तक की खर्च

कोरोना के दौरान बिहार में ग्रामीण लोगों के आर्थिक हालात बदतर हो गए। 91 प्रतिशत लोगों ने खाने के लिए अपनी जमा पूंजी खर्च कर दी। जमा पूंजी कम पड़ी तो सेठ-साहूकारों से उधार तक लिये। ये हालात सभी वर्ग के लोगों के रहे। यह दर्द कोरोना महामारी से उपजे संकट का अध्ययन कर रही संस्था सीएसीटी बिहार और भूमिका विहार की रिपोर्ट में सामने आया है। भूमिका विहार पिछले दो दशक से गरीबी, भुखमरी आदि के चलते सीमांचल व अन्य जिलों में चाइल्ड ट्रैफिकिंग विषय पर शोध कर रही है।

बेटी के ब्याह को रखे पैसे भी खर्च हो गए

लॉकडाउन में भूख शांत करने को बेटी के ब्याह के लिए रखे पैसे भी खर्च कर दिए। 15 जिलों में किए गए सर्वे में मुजफ्फरपुर और खगड़िया में 98 फीसदी और सुपौल व किशनगंज में 96 फीसदी ने ऐसी बचत की थी। सबसे कम बचत भागलपुर की ग्रामीण इलाकों की महिलाओं ने किया था। यहां 70 ने जमा किये पैसे राशन पर खर्च कर दिए। ये पैसे कम पड़े तो 64 ने पांच हजार से ज्यादा का कर्ज दूसरों से लिया।

सर्वे के दौरान सुदूर देहात की महिलाओं ने बताया कि बेटी के ब्याह को रखी पूंजी भोजन में खर्च हो गए। औसत 91 फीसदी लोगों ने सेविंग्स डायवर्ट कर भूख मिटाई। 90 फीसदी लोगों ने रोजी-रोजगार छिनने पर साहूकारों से कर्ज या उधार लिया। इनमें 42 प्रतिशत लोगों ने पांच हजार रुपये से नीचे तक का कर्ज लिया। खगड़िया, मुंगेर में 98, अररिया, मुजफ्फरपुर में 97 व गया, पूर्णिया, दरभंगा में 94, कटिहार 86, सुपौल व बेगूसराय में 92, सहरसा में 88 व समस्तीपुर व बेतिया में 86 लोगों ने सेविंग्स डायवर्ट किए, जबकि भागलपुर वर किशनगंज में 80 फीसदी लोगों ने।
