छत्तीसगढ़ में आदिवासी एवं पिछड़ा वर्ग प्राधिकरणों के पुनर्गठन का निर्णय   

रायपुर 19 जून।छत्तीसगढ़ सरकार ने बस्तर, सरगुजा, मध्य क्षेत्र आदिवासी विकास, अनुसूचित जाति विकास प्राधिकरण तथा छत्तीसगढ़ राज्य ग्रामीण एवं अन्य पिछड़ा वर्ग विकास प्राधिकरणों के पुनर्गठन का निर्णय लिया हैं।

     मुख्यमंत्री विष्णु देव साय की अध्यक्षता में आज राज्य मंत्रि-परिषद की बैठक में इस आशय के प्रस्ताव को मंजूरी दी गई।इसका उद्देश्य पांचों प्राधिकरणों की कार्य प्रणाली को प्रभावी एवं सशक्त बनाने के साथ ही उन क्षेत्रों में जनसुविधा के कामों को गति प्रदान करना है। इन पांचों प्राधिकरणों की कमान अब सीधे मुख्यमंत्री के जिम्मे होगी। स्थानीय विधायकों में से एक विधायक को इसका उपाध्यक्ष मनोनीत किया जाएगा। क्षेत्रीय विधायक इन प्राधिकरणों के सदस्य होंगे। मुख्यमंत्री के प्रमुख सचिव अथवा सचिव इन पांचों प्राधिकरणों के सदस्य सचिव होंगे।

   उल्लेखनीय है कि वर्ष 2004-05 में बस्तर, सरगुजा एवं अनुसूचित जाति विकास प्राधिकरण का गठन तत्कालीन सरकार द्वारा किया गया था। तत्पश्चात् वर्ष 2012 में छत्तीसगढ़ राज्य ग्रामीण एवं अन्य पिछडावर्ग क्षेत्र विकास प्राधिकरण का गठन किया गया। इन प्राधिकरणों के अध्यक्ष मुख्यमंत्री हुआ करते थे। प्राधिकरणों के गठन के पश्चात् अनुसूचित जनजाति क्षेत्रों, अनुसूचित जाति बाहुल्य ग्रामों, मजरा-टोला, पारा-मोहल्लों, वार्डों तथा ग्रामीण क्षेत्रों में बुनियादी आवश्यकताओं के अनेक महत्वपूर्ण कार्य कराए गए थे।

   वर्ष 2019 में तत्कालीन सरकार द्वारा इन प्राधिकरणों के कार्य संचालन की प्रक्रिया में अमूल-चूल परिवर्तन कर दिया गया, जिसके चलते प्राधिकरणों का न सिर्फ महत्व कम हो गया, बल्कि इनके कार्यों में पारदर्शिता मॉनिटरिंग का अभाव होने के साथ ही शासन स्तर पर कोई प्रभावी नियंत्रण नहीं रहा। उक्त स्थितियों को दृष्टिगत रखते हुए कैबिनेट ने पांचों प्राधिकरणों के पुनर्गठन एवं निधि नियम के प्रस्ताव का अनुमोदन किया है। 

    सार्वजनिक वितरण प्रणाली के अंतर्गत चना वितरण हेतु निर्गम मूल्य (Issue Price) पर चना क्रय करने के संबंध में कैबिनेट द्वारा निर्णय लिया गया कि सार्वजनिक वितरण प्रणाली के अंतर्गत अनुसूचित क्षेत्र एवं मॉडा क्षेत्र में अन्त्योदय एवं प्राथमिकता वाले परिवारों को चना वितरण हेतु भारत सरकार द्वारा निर्धारित निर्गम मूल्य तथा नागरिक आपूर्ति निगम को प्राप्त रॉ चना की मिलिंग एवं परिवहन दर को जोड़कर प्राप्त कुल दर पर चना खरीदा जाएगा।

    मुख्यमंत्री के स्वेच्छानुदान मद से 14 हजार 369 व्यक्तियों एवं संस्थाओं को 19 करोड़ 37 लाख 93 हजार रूपए की स्वीकृत राशि का कार्योत्तर अनुमोदन मंत्रिपरिषद द्वारा प्रदान किया गया।
