छत्तीसगढ़ में ओबीसी एवं ईडब्ल्यूएस की गणना के लिए सर्वे कार्य आज से शुरू

रायपुर 01 सितम्बर।छत्तीसगढ़ में अन्य पिछड़ा वर्ग(ओबीसी) तथा आर्थिक रूप से कमजोर वर्गों की गणना हेतु सर्वे कार्य आज से शुरू हो गया।

मुख्यमंत्री भूपेश बघेल ने आज यहां आयोजित कार्यक्रम में राज्य की जनसंख्या में अन्य पिछड़ा वर्ग तथा आर्थिक रूप से कमजोर वर्गों की गणना हेतु छत्तीसगढ़ क्वांटीफायबल डाटा आयोग के मोबाइल एप और वेब पोर्टल लांच किया।श्री बघेल ने इस एप में अपने से संबंधित जानकारी दर्ज कर एप के माध्यम से गणना हेतु सर्वे कार्य का प्रदेशव्यापी शुभारंभ किया।

श्री बघेल ने इस अवसर पर कहा कि समाज के हर वंचित तबके तक न्याय पहुंचाना और सभी वर्गों के लिए हर तरह के अवसरों की समानता निर्मित करना राज्य सरकार की सर्वोच्च प्राथमिकता है।उन्होने कहा कि कहा कि राज्य सरकार द्वारा 04 सितंबर 19 को एक अध्यादेश जारी करके अन्य पिछड़ा वर्ग का आरक्षण 14 प्रतिशत से बढ़ाकर 27 प्रतिशत किया गया था। साथ ही आर्थिक रूप से कमजोर वर्ग के लिए भी 10 प्रतिशत आरक्षण का प्रावधान किया गया था।

उन्होने कि कहा कि राज्य शासन के इस निर्णय को कुछ लोगों ने अदालत में चुनौती दी, जिसके बाद माननीय उच्च न्यायालय ने राज्य सरकार के इस निर्णय के क्रियान्वयन पर स्थगन देते हुए राज्य शासन को क्वाइंटिफिएबल डेटा प्रस्तुत करने के निर्देश दिए थे।इसके बाद उच्च न्यायलय के आदेश के परिपालन के लिए, और आरक्षण के प्रावधानों को विधिक रूप से सुदृढ़ करने के लिए क्वाइंटिफिएबल डाटा आयोग का गठन किया गया है।

श्री बघेल ने कहा कि आयोग अपने काम को सुव्यवस्थित और सटीक तरीके से पूरा कर सके इसके लिए पोर्टल और मोबाइल एप का निर्माण किया गया है। जिसका आज लोकार्पण किया गया। यह मोबाइल एप आयोग के साथ-साथ आवेदकों के लिए भी काफी सुविधाजनक होगा, और एक पारदर्शी व्यवस्था के साथ पिछड़ा वर्ग एवं आर्थिक रूप से कमजोर वर्ग के लोगों की गणना हो सकेगी।

उन्होने कहा कि पूरे प्रदेश में सर्वे के लिए 5549 सुपरवाईजर नियुक्त किए गए हैं। जिनमें से शहरी क्षेत्रों में 1103 तथा ग्राम पंचायत क्षेत्रों में 4446 सुपरवाईजरों की नियुक्ति की गई है। मोबाइल एप को इंस्टाल करने के बाद एप में आवेदक को पंजीयन करना होगा।  पंजीयन के लिए एप में लॉगिन के चार विकल्प दिये गये हैं। आधार कार्ड, राशन कार्ड नंबर, राशन कार्ड के मुखिया के मोबाइल नम्बर अथवा आवेदक के स्वयं के मोबाईल नंबर के आधार पर एप में लॉगिन किया जा सकता है।

श्री बघेल ने बताया कि  लॉगिन के बाद एप में एक प्रपत्र में आवेदक से संबंधित जानकारी जानकारी भरकर अपलोड करना होगा। अपलोड की गई जानकारी संबंधित आवेदक के ग्राम पंचायत, नगर पंचायत अथवा नगरीय निकाय के वार्ड के लिए नियुक्त सुपरवाईजर के पास स्वयं ही फारवर्ड हो जाएगी। आवेदक के क्षेत्र में अधिकृत सुपरवाईजर को जैसे ही आवेदक की जानकारी मिलेगी, वह उसका सत्यापन करेगा। इसके बाद डाटा सर्वर में सुरक्षित हो जाएगा। यही डाटा राज्य के अन्य पिछड़ा वर्ग एवं आर्थिक रूप से कमजोर वर्गों की गणना में सहायक होगा।

इस अवसर पर मुख्यमंत्री के सलाहकार प्रदीप शर्मा, इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी विभाग के अपर मुख्य सचिव सुब्रत साहू, चिप्स के मुख्य कार्यपालन अधिकारी समीर विश्नोई, छत्तीसगढ़ क्वांटिफिएबल डॉटा आयोग के सचिव बी.सी.साहू बैठक में उपस्थित थे।
