वाहन स्क्रैपिंग नीति भारत की विकास यात्रा में महत्वपूर्ण पड़ाव – मोदी

नई दिल्ली 13 अगस्त।प्रधानमंत्री नरेन्‍द्र मोदी ने कहा है कि वाहन स्‍क्रैपिंग नीति भारत की विकास यात्रा में महत्‍वपूर्ण पड़ाव है।

श्री मोदी ने गुजरात के गांधी नगर में वीडियो कांफ्रेंसिंग के माध्‍यम से राष्‍ट्रीय वाहन स्‍क्रैपिंग नीति और निवेशक सम्‍मेलन का उद्घाटन करते हुए कहा कि स्‍क्रैपिंग पॉलिसी से पूरे देश में स्‍क्रैप से जुड़े सेक्‍टर को नई ऊर्जा मिलेगी नई सुरक्षा मिलेगी। विशेष रूप से स्‍क्रेपिंग से जुड़े जो हमारे कामगार हैं, जो छोटे कारोबारी हैं, उनके जीवन में बहुत बड़ा बदलाव आएगा। इससे कामगारों को सुरक्षित माहौल मिलेगा। संगठित क्षेत्र के दूसरे कर्मचारियों जैसे लाभ भी उनको मिल पाएंगे। इतना ही नहीं, स्‍क्रैप का काम करने वाले छोटे कारोबारी ऑथोराइज्‍ड स्‍क्रेपिंग सेंटर्स के लिए कलेक्‍शन एजेंट का काम भी कर सकते हैं। साथ में इस प्रोग्राम से ऑटो और मेटल इंडस्‍ट्रीज को बहुत बड़ा बूस्‍ट मिलेगा।

उन्होने कहा कि इस व्‍यवस्‍था से वैज्ञानिक तरीके से अनुपयुक्‍त वाहन तो हटेंगे ही, अर्थव्‍यवस्‍था में भी तेजी आएगी। उन्‍होंने कहा कि स्‍वच्‍छ और बिना अवरोध के वाहनों का आना-जाना सुनिश्चित करना समय की जरूरत है।उन्होने कहा कि..इस पॉलिसी के तहत गाड़ी सिर्फ उसकी ऐज देखकर ही स्‍क्रैप नहीं की जाएगी। गाडि़यों का वैज्ञानिक तरीके से ऑथोराइज, ऑटोमेटेड टेस्टिंग सेंटर्स पर फिटनेस टेस्‍ट होगा। अगर गाड़ी अनफिट होगी तो वैज्ञानिक तरीके से स्‍क्रैप किया जाएगा। इसके लिए देशभर में जो रजिस्‍टर्ड व्‍हीकल्‍स स्‍क्रैपिंग फैसेलेटीज बनाई जाएगी, वो टेक्‍नोलॉजी ड्रिवन हो, ट्रांसपेरेंट हो, ये भी सुनिश्चित किया जाएगा।

श्री मोदी ने कहा कि नई नीति से करीब दस हजार करोड़ रुपये का निवेश जुटाया जा सकेगा और हजारों रोजगार भी उपलब्‍ध होंगे।उन्होने कहा कि नई नीति देश के नगरों में प्रदूषण कम रखने और पर्यावरण संरक्षण करने के प्रति हमारे संकल्‍प का प्रतीक है।उन्‍होंने कहा कि एक तरफ भारत गहरे महासागर मिशन के जरिये नई संभावनाएं खोज रहा है, वहीं दूसरी ओर अधिकतम उपयोगिता वाली अर्थव्‍यवस्‍था को भी बढ़ावा भी दिया जा रहा है। श्री मोदी ने कहा कि हम स्‍थायी और पर्यावरण अनुकूल विकास की दिशा में प्रयास कर रहे हैं।

प्रधानमंत्री ने कहा कि हम देश को आत्‍मनिर्भर बनाने की प्रक्रिया में तेजी लाने के लिए उद्योगों को टिकाऊ और उत्‍पादक बनाने में लगे हैं। उन्‍होंने कहा कि हमारी कोशिश है कि वाहन निर्माण क्षेत्र में हम आयात पर कम से कम निर्भर रहें। श्री मोदी ने उद्योगों से अपील की कि वे आवश्‍यक बुनियादी सुविधाएं विकसित करने के लिए अनुसंधान और विकास पर अधिक ध्‍यान दें। सरकार भी इस दिशा में हरसंभव सहायता देने को तैयार है।

श्री मोदी ने कहा कि इस नई नीति से सामान्‍य परिवारों को हर तरह से फायदा मिलेगा। उन्‍होंने कहा कि पहला फायदा तो ये होगा कि पुराने वाहन के निस्‍तारण का प्रमाण पत्र दिया जायेगा। जिसके पास यह प्रमाण पत्र होगा उसे नया वाहन खरीदने पर पंजीकरण शुल्‍क नहीं देना होगा। इसके साथ उन्‍हें रोड-टैक्‍स में भी छूट मिलेगी। साथ ही पुराने वाहन के रखरखाव और मरम्‍मत की लागत कम हो जायेगी और नये वाहन में ईंधन की खपत भी कम होगी। प्रधानमंत्री ने कहा कि नई नीति के लागू होने से सड़क दुर्घटनाओं का खतरा भी कम हो जायेगा। श्री मोदी ने कहा कि नई निस्‍तारण नीति कचरे से कंचन अभियान में महत्‍वपूर्ण कड़ी सिद्ध होगी।
