सरकार को पारदर्शी बनाता है सूचना का अधिकार अधिनियम-राउत

रायपुर11मई।छत्तीसगढ़ के मुख्य सूचना आयुक्त एम.के.राउत ने कहा कि सूचना का अधिकार अधिनियम सरकार को पारदर्शी बनाता है।सरकार को पारदर्शी बनाने के उद्देश्य से ही सूचना आयोग का गठन किया गया है।

श्री राउत ने आज यहां नगरीय निकायों के प्रथम अपीलीय अधिकारियों और जन सूचना अधिकारियों के लिए सूचना का अधिकार अधिनियम के बेहतर क्रियान्वयन के लिए आयोजित राज्य स्तरीय एक दिवसीय कार्यशाला को सम्बोधित करते हुए कहा कि इस अधिनियम के तहत नागरिकों को सरकार के काम-काजों के बारें में जानने का अधिकार दिया गया है।अधिनियम के तहत नागरिकों के  अधिकार की सुरक्षा और सहायता करना हम सबका कर्तव्य है।

कार्यशाला में श्री राउत ने बताया कि अधिनियम के जनसूचना अधिकारी और प्रथम अपीलीय अधिकारियों जो समय-सीमा में जानकारी उपलब्ध नहीं कराये जाने कारण ही जनता सूचना आयोग को अपील करते हैं। सूचना के अधिकार के तहत जनता को सरकार के कार्यों की जानकारी प्राप्त करने का अधिकार है, यदि इस अधिनियम के तहत प्राप्त आवेदनों में चाही गई जानकारी को प्रारंभिक स्तर पर ही समय-सीमा में उपलब्ध करा दिया जाए तो न केवल बहुत सारी परेशानियों से बचा जा सकता है। अपितु आयोग में भी अनावश्यक प्रकरणों में कमी आयेगी।

श्री राउत ने कहा कि सूचना आयोग उद्देश्य जनसूचना अधिकारियों पर पेनाल्टी करना नही है, जन सूचना अधिकारी द्वारा छोटी-छोटी कमियों को सुधारकर अधिनियम का बेहतर क्रियान्वयन किया जा सकता है। जैसे कार्यालय में जिस स्वरूप में जानकारी उपलब्ध है वे जानकारी देना चाहिए। मूल स्वरूप में छेड़छाड़ न हो, बार-बार एक ही जानकारी चाही गई हो तो देने के लिए बाध्य नही है, आवेदन अस्पष्ट है तो आवेदक से चाही गई सही जानकारी ले, आवेदक को अधिनियम के तहत लागू शुल्क और निःशुल्क की स्थिति के बारे में बता देना चाहिए आदि। सरकार के नीतिगत दस्तावेजों जिसकी जानकारी उपलब्ध नहीं करायी जा सकती है।स्पष्ट कर देनी चाहिए।

सूचना आयुक्त मोहनराव पवार ने कहा कि इस अधिनियम के तहत जनता को जानने का अधिकार है।जनता सूचना के अधिकार के तहत कोई जानकारी मांगती है तो उन्हें जानकारी उपलब्ध कराना हम सबकी कर्तव्य है।उन्होंने जन सूचना अधिकारियों द्वारा प्राप्त आवेदनों का प्रारंभिक स्तर पर गहन अवलोकन पर बल दिया।कार्यशाला को राज्य सूचना आयुक्त अशोक अग्रवाल ने भी सम्बोधित किया।
