नवा रायपुर अटल नगर विकास प्राधिकरण हुआ कर्जमुक्त

रायपुर 25 अप्रैल। छत्तीसगढ़ की राजधानी नवा रायपुर अटल नगर विकास प्राधिकरण, जिसे पहले एनआरडीए के नाम से जाना जाता था, अब पूरी तरह से कर्जमुक्त हो गया है।

   प्राधिकरण ने 1788 करोड़ रुपये का सारा कर्ज़ चुका दिया है, जो कि भारत सरकार और कई राष्ट्रीयकृत बैंकों से लिया गया था। साथ ही 100 करोड़ रुपये की सरकारी गारंटी भी अब राज्य सरकार को लौटा दी है।

  नवा रायपुर, छत्तीसगढ़ की आधुनिक और नियोजित राजधानी, के विकास के लिए बड़े पैमाने पर कर्ज लिया गया था। यह कर्ज भूमि अधिग्रहण, सड़कों, शासकीय भवनों और शैक्षणिक संस्थानों जैसे हिदायतुल्लाह विश्वविद्यालय के निर्माण के लिए था। हालांकि, कर्ज के बोझ और ब्याज भुगतान ने प्राधिकरण के नगदी प्रवाह को प्रभावित किया था।

   छत्तीसगढ़ सरकार की नीतियों ने प्राधिकरण की संपत्तियों के व्यावसायिक उपयोग को बढ़ावा दिया। मेडिसिटी, फार्मास्यूटिकल पार्क, देश की विख्यात पॉलिमैटेक कंपनी के सेमीकंडक्टर प्लांट का भूमिपूजन और राष्ट्रीय फैशन प्रौद्योगिकी संस्थान की स्थापना की पहल जैसे प्रोजेक्ट्स ने निजी निवेश को आकर्षित किया।  छत्तीसगढ़ सरकार ने वर्ष 2024-25 के तृतीय अनुपूरक बजट में नवा रायपुर अटल नगर विकास प्राधिकरण के लिए 1043 करोड़ रूपए का प्रावधान और औद्योगिक क्षेत्रों के लिए अतिरिक्त धन आवंटन ने आय के स्रोतों को मजबूत किया। इसके अलावा, छत्तीसगढ़ बकाया कर, ब्याज एवं शास्ति के निपटान (संशोधन) अध्यादेश-2025 के तहत व्यापारियों को राहत ने आर्थिक गतिविधियों को बढ़ावा दिया, जिसका अप्रत्यक्ष लाभ नवा रायपुर विकास प्राधिकरण को मिला है।

   ऋणमुक्ति के साथ, प्राधिकरण की सभी संपत्तियाँ अब बंधनमुक्त हो गयी है, जिससे उनका उपयोग और क्रय-विक्रय आसान होगा। इससे नगदी प्रवाह बेहतर होगा और अधोसंरचना, सार्वजनिक सेवाओं और नई परियोजनाओं को तेजी से लागू किया जा सकेगा। मुख्यमंत्री ने  कहा कि यह कदम नवा रायपुर को मेडिकल टूरिज्म और औद्योगिक विकास का केंद्र बनाएगा। नागरिकों को बेहतर सुविधाएँ मिलेंगी और स्थानीय स्तर पर रोजगार के नए अवसर सृजित होंगे।

   नवा रायपुर अटल नगर विकास प्राधिकरण की यह उपलब्धि वित्तीय अनुशासन और रणनीतिक नियोजन का एक अनुकरणीय उदाहरण है। यह देश के अन्य शहरी विकास प्राधिकरणों के लिए अनुकरणीय है। श्री साय ने कहा कि हमारा लक्ष्य नवा रायपुर को न केवल छत्तीसगढ़ की गौरवशाली राजधानी बनाना है, बल्कि इसे देश के लिए एक मॉडल शहर के रूप में स्थापित करना है।
